Istanbul/Chechenian family spoke İMKANDER’s press conference.
Khava Dzhebraiolava, together with three orphan grandchildren against whom the decision of deportation was adopted took part in the conference and addressed to the Government. Addressing the Government, Dzhebraiolava said: “I don’t want to be deported with my three grandchildren. I came here because Turkey is a Muslim country. Dear Erdoğan, you are also a father. You are the one who best understand children’s conditions. I’ve cried when I was summoned with the decision. I didn’t cry so much when my children were martyred.”
Murat Özer, İMKANDER President, delivered a speech during the meeting and said: “We see another example to inhuman attitude toward to the immigrants performed by means of the state in Turkey. The decision adopted for the deportation of the grandmother with her three grandsons, one of which is mentally troubled from Turkey, otherwise they will be exiled. The police officers visited the home of the family living in Turkey more than one year and requested the family to apply for the residence permission on behalf of “the children”. Khava Dzhabrailova, the grandmother and Umar, Dzhabrail and Magomed Khalimov, the children applied for the residence permission on 8.4.2013. The family was told that they would be called to Istanbul Police Headquarters. They were called on 22.04.2013 and notified the result of the application. Khava Dzhabrailova was notified with the decision together with the annotation: “The delivery and receipt of the notification were mutually performed after it was read and understood by the foreign person who was determined as proficient in Turkish. There are other families as well, encountered with the same treatment now that family has experienced. The application for the residence of Valid Yandarbiyev, the orphan born in 2001 was rejected by similar reasoning.
Özer: “We Request Permanent Solutions”
Murat Özer said that Erkan Bey, Foreigner Office Manager called him and the problem of Havva Teyze, one of the leading agenda item of Turkey since yesterday was solved and she would be provided with the residence permission. Özer said that they thanked to such an attitude, and he concluded, "It is, however, not sufficient to provide solution to that problem only. The process witnessed by Chechenian family strikingly reveals the drama faced by all immigrants, in particular the Caucasians (Chechenian, Ingush, Dagestan, Circassia and Tatar). Living in Turkey deprived from any legal status since 1994, the Caucasian immigrants are subject to arbitrary treatments by either extension of their residence permission or terminated completely, left completely open to the risk of deported to the Russia occupying their country.”
Özer added that the Government should brought permanent and concrete solution to the problem and continued: “It is indispensible to find radical solution to the problem encountered by the Caucasian immigrants living in Turkey under extremely difficult conditions. The immigrants should not be sacrificed to the lack of legal regulations or international benefit considerations. Today when Turkish Government invited to the children of the world to our country on account of April 23 Holiday, we request to host the Caucasian children, observe due diligence on behalf of those children who are completely deprived from training and health services and the legal status should be provided for all Caucasian immigrants ad in particular our children, who spend their living in these lands.
Kaya: “Don’t Let Immigrant to Mercy of Officious Public Servants”
Then Rıdvan Kaya, General President of Özgür-Der, spoke and said that Turkey was face to face with a serious immigrant problem. Clumsy bureaucracy and officious public servants continue to produce new victims every day, even if the new arrangements were introduced for the solution of immigrant problems by “Foreigners and International Protection Act” adopted on April 4, 2013 by National Assembly. In fact, everyone who seeks for their rights and legal proceedings were happy by introducing new legal regulations to the immigration problem, which have been the source extremely unacceptable implementation. As a matter of fact, the modifications introduced, “anyone who is included into the scope of the code will not be deported to anywhere to be subject to any inhuman, dishonorable punishment and treatment or under the risk of loosing the life and freedom as a result of the discrimination of race, religion, nationality and specific social group identity” have clearly confessed the wrong way pursued until now. On the other hand, we have still confronted with the illegal attitudes that we consider that the new arrangements on the rights and freedom are about victimized to the bureaucratic
clumsiness.”
Kaya continued his speech: “The latest arrangements introduced in Turkey indicate that the policy that will favor the rights and benefits of the immigrant brother will be followed. The government officials have to solve the immediate problems of our immigrant brothers without they are left to the mercy of the bureaucratic clumsiness and officious public servants. The necessary operations should be initiated these and other immigrant families to let them live in Turkey.”
The meeting was concluded by April 23 photographs of Caucasian children wearing shirts with inscription “Don’t let me deported”, taken together with the invited participants to the meeting.
