Who is Shemsuddin Batukaev? - He was born in Kazakhstan, 1956. He migrated to Chechnya in 1960 together with his family. After he completed education up to high school in Chechnya, he studied on architecture and religion in Bukhara and Tashkent. After the first war ended in Chechnya, he served as Chief Justice in Religious court for 4 years.
Shemsuddin Batukaev who served as Sharia Chief Justice in Chechenian Religious Courts during presidency of Aslan Mashadov president of Chechenian Republic who was martyrized has been under custody in Kumkapı Police department responsible for foreigners since December 08th 2010.
Imkander representatives who carried out research upon application of Ayshat Batukaeva spouse of Batukaev to Imkander informed that “Batukaev applied for residence permit in Turkey as other Caucasian Families did and he was called by Istanbul Police Department stating that he would be issued a residence permit and he was taken under custody when he went to police department.“
Nuray Bezirgan President of Imkander Board of Directors added following on the matter: “We went to Kumkapı Foreigners department upon application of his spouse to research the subject. We discussed with the officer related to Chechenian immigrants. They told us in their expression that“ The problem was originated from Ankara“. They told us they had to “accommodate“ him until they get a response from Ankara. At the same time we delivered medications Shemsuddin use regularly.“
We would like to address authorities in Ankara as Board of Directors of Imkander:
- Families of shaheeds and veterans are irritated if they would be arrested who were aggrieved of the current resistance when Shemsuddin Batukaev was taken under custody.
- We hereby request immediately that Shemsuddin Batukaev who is a wise person fighting against disease and advanced age to be taken out of Kumkapı Foreigners Branch of Police department which has terribly unhealthy conditions.
- We would like to remind authorities that Turkey would be guilty according to international law if he is tried to render to Russia or any 3rd country which may return him to Russia.
- We hereby ask authorities to extend residence permission of all immigrants for the year 2011 again of whom residence permits would end by the date December 31st 2010, to issue working permits and to restore camp conditions and to have health insurance and education for children to be served.
We would like to have our voices be heard by authorities that Turkey would pay attention to the families of free Islamic Caucasian insurgents migrated to Turkey from Caucasia with which Turkey has a strong relationship as did in the history, relatives of those people fighting against Russia and collaborationists who were previously attacked to Anatolian land in near history.
Batukaev‘s wife at the same time applied to Mazlumder Istanbul Branch for an attorney for her husband.
